Establishes the "Parent-Supported Instruction Act" allowing school districts and public charter schools to adopt policies enabling parents to provide at-home instruction to their children while remaining enrolled in public schools

Creates education savings accounts funded by sponsoring school districts for participating families to cover eligible expenses including alternative curriculum, education supplies, and tutoring

Parents may choose alternative curricula in English, math, science, and social studies that are exempt from certain state curriculum requirements; students must still take all state-mandated tests

Sponsoring districts receive full per-student state funding for participating students and may increase pupil-teacher ratios beyond state-mandated levels if students perform at or above statewide averages

Allows families to form "learning pods" where two or more families pool resources for group instruction by a parent or tutor who is not required to be a state-certified teacher; effective July 1, 2025
