Amends Section 33-1807, Idaho Code, revising the state's literacy intervention program for kindergarten through grade 3 students who score basic or below basic on fall reading screening assessments

Requires the State Department of Education, subject to appropriation, to provide professional development over a multi-year period to all teachers and elementary administrators serving K-3 students, based on the science of reading with embedded coaching

Professional development must integrate evidence-based best practices for early literacy intervention, including data literacy, statewide reading assessment training, and alignment with the Idaho comprehensive literacy plan

Changes annual reporting requirements so that information on intervention program participation and effectiveness by school districts and public charter schools is presented to the State Board of Education, legislature, and governor

Declared an emergency measure, effective July 1, 2025
