Adds a new $2.00 voluntary donation option during driver's license applications to support vision screening, vision treatment, and eye health in Idaho, administered through Envision Sight, an Idaho nonprofit corporation

Contributions for vision health will be transferred to Envision Sight at least monthly, minus actual administrative costs for collection and transfer

Envision Sight must submit an annual report to the legislature by January 15 detailing funds received and how they were spent

Interest earned on idle funds in the organ donation contribution fund will be distributed quarterly between Intermountain Donor Services and Envision Sight based on each organization's contribution ratios

Effective date is July 1, 2025, with the bill declared an emergency measure
