Initial plate fee is $35.00 ($13 to state highway account, $22 to Human Rights Commission program fund); annual renewal fee is $25.00 ($13 to highway account, $12 to program fund)

Establishes the Human Rights Commission program fund in the state treasury to receive plate revenues, appropriations, and interest earnings

Funds directed by the Idaho Commission on Human Rights for anti-discrimination efforts including advertising, educational programming, and public understanding of Idaho's anti-discrimination laws

Declares an emergency with effective date of July 1, 2025; sample plates available for $30.00
