Amends Section 67-5226 of Idaho Code to restrict temporary rules to emergency or limited situations where negotiated rulemaking is not feasible, requiring agencies to prioritize the standard negotiated rulemaking process.

Expands the conditions under which the governor may authorize temporary rules to include: imminent threats to public health/safety/welfare unknown during the last legislative session, compliance with federal deadlines, reducing regulatory burdens on individuals or businesses, protection of citizens' rights, or natural disasters.

Prohibits agencies from re-adopting the same or substantially similar temporary rule after it expires, unless the governor finds an imminent public threat, 90 days have elapsed since expiration, or a disaster emergency is declared.

Requires temporary rules to be subject to Section 67-5223 requirements and mandates that concurrently promulgated proposed rules identify changes from previous legislature-adopted versions.

Creates a legal remedy allowing persons aggrieved by a temporary rule to challenge it as final agency action under Section 67-5270, with an effective date of July 1, 2025.
