Transfers appointment authority for directors of five state departments from their respective boards/commissions to the Governor: Idaho Department of Correction, Department of Fish and Game, Idaho Transportation Department, Department of Parks and Recreation, and Department of Lands

Establishes four-year terms for all five director positions, replacing the previous "at pleasure" appointments by boards

Directors appointed on or before July 1, 2025, must be considered for Senate confirmation during the second regular session of the sixty-eighth Idaho legislature

All appointments require Senate advice and consent pursuant to Section 59-904, Idaho Code

Declares an emergency with an effective date of July 1, 2025
