Amends Idaho Code Section 48-305 to extend fee and cost limitations under the Idaho Patient Act to all subsequent actions derived from an original medical debt judgment, including judgment recovery cases and judgments that have been sold, transferred, or assigned to new creditors

Original and subsequent judgments must be treated as a single action for purposes of calculating fee and cost caps, preventing debt collectors from circumventing patient protections through re-litigation

Maintains existing caps on collection fees: $350 maximum for uncontested judgments, $750 maximum for contested judgments (or 100% of principal, whichever is less), plus $75 for initial garnishment motions and $25 for subsequent writs

Declared an emergency measure, taking effect July 1, 2025
