Review hearings for children in foster care must occur every 2 months (reduced from every 6 months) after the initial 6-month hearing, with department and guardian ad litem reports due 5 days prior to each hearing

The department must file a petition to terminate parental rights if a child has been in temporary or legal custody for 12 of the most recent 22 months (reduced from the previous 15-month threshold)

New factors courts must consider when determining best interest of the child in termination cases include: parent's efforts to safely reunify, parent's ability to live a law-abiding life, and whether the child has formed a strong bond with a substitute caretaker that would cause psychological harm if disrupted

The definition of "neglected" is amended to include situations where a parent fails to comply with court orders or case plans and the child has been in custody for 12 of the most recent 22 months without reunification by the 15th month

The act takes effect July 1, 2025 under an emergency declaration
