Creates lifetime instructional and lifetime administrator certificates for teachers and administrators with at least 25 years of combined teaching and administration experience in Idaho public schools, charter schools, or equivalent public school systems in other states

Lifetime certificates are issued at no cost and require no ongoing reporting, maintenance, or professional development

Certificates remain valid for the holder's lifetime unless revoked due to professional misconduct under Section 33-1208, Idaho Code

State Board of Education may establish rules for issuance, subject to legislative approval; experience in either teaching or administration counts toward the 25-year requirement for either certificate type

Effective date of July 1, 2025, with emergency clause declaring immediate need for implementation
