Creates a registered teacher apprenticeship program allowing prospective teachers to earn a bachelor's degree and teaching license through combined on-the-job training and academic coursework, subject to U.S. Department of Labor approval.

Requires mentor teachers to have at least 3 years of licensed teaching experience and be in good standing; mentor teachers may receive additional compensation but cannot serve as evaluators of apprentices.

Prohibits teacher apprentices from being the teacher of record in any public school while completing the program; apprentices must work under mentor supervision with gradually increasing responsibilities.

Exempts teacher apprentices from standard certification requirements during the program and extends the same liability insurance coverage to apprentices as provided to certificated teachers.

Declares an emergency with an effective date of July 1, 2025.
