Amends the Idaho Residential Care or Assisted Living Act to add 13 new statutory definitions including "accident," "complaint," "deficiency," "immediate jeopardy," "manager," and "physical restraint," while revising the definition of "inadequate care" to focus on actions causing harm or immediate jeopardy to residents.

Requires licensed nurses to visit facilities at least every 90 days for quarterly nursing assessments of each resident, and establishes that one administrator may oversee up to three facilities with delegation of day-to-day responsibilities to on-site managers.

Creates new inspection procedures requiring 30 days advance notice for scheduled inspections, initial surveys within 90 days of licensure, and unannounced complaint investigations; establishes a self-inspection program for high-rated facilities and allows accreditation surveys to substitute for regular compliance inspections.

Establishes resident rights protections including 30-day notice before non-emergency discharge, prohibition on visitor health screenings more stringent than staff requirements, and detailed conditions for use of supportive devices with restraining qualities requiring documented consent and quarterly evaluation.

Declares an emergency with effective date of July 1, 2025, and nullifies specific administrative rules in IDAPA 16.03.22 relating to residential assisted living facilities after that date.
