Appropriates $98,404,500 total to Idaho's Judicial Branch for fiscal year 2026 (July 1, 2025 through June 30, 2026), including $67,237,000 for personnel costs, $19,419,200 for operating expenditures, $3,348,300 for capital outlay, and $8,400,000 for trustee and benefit payments

Allocates funding across court divisions: Supreme Court ($22,226,200), Court of Appeals ($2,545,700), District Courts ($37,370,600), Magistrate Division ($25,118,700), Water Adjudication ($912,500), Community-Based Substance Use Treatment Services ($5,973,400), and Senior Judges ($1,181,900)

Funds Guardian ad Litem Program at $2,912,300 and Judicial Council at $163,200 from the General Fund

Exempts the Judicial Branch from statutory limitations on transfers between expense classes and programs, while prohibiting transfers between funds without legislative approval

Reappropriates up to $16,222,200 in unexpended ARPA State Fiscal Recovery Fund balances from fiscal year 2025 for nonrecurring expenditures, with an emergency effective date of July 1, 2025
