Authorizes 3,008.44 full-time equivalent positions across all department programs, with the largest staffing allocations to Division of Welfare (609.50 FTE), Youth Safety and Permanency (460.68 FTE), and Division of Medicaid (302.50 FTE)

Directs specific fund allocations including $1 million for Home Visitation Program, $2.1 million for smoking cessation programs through public health districts, $2.4 million for Project Filter tobacco/vape prevention, $640,000 transfer to Rural Physician Incentive Fund, and $250,000 to Idaho Drug Free Youth

Requires monthly Medicaid tracking reports comparing appropriations to actual expenditures, a report on Medicaid managed care implementation by December 1, 2025, and biannual reports on facility licensing and certification status

Restricts naloxone funds from the State Opioid Response Grant to first responders only, prohibits transfer of personnel costs between expense classes, and mandates cost-sharing for Medicaid-eligible children in families with income between 185-300% of federal poverty level
