Creates new category of "aerial common fireworks" defined as fireworks launched above 20 feet by their own propulsion or by mortar, distinct from "nonaerial common fireworks" that stay within 15-foot diameter and below 20 feet

Legalizes retail sale and consumer use of aerial common fireworks during the same periods as nonaerial fireworks: June 23-July 5 and December 26-January 1, with local authorities able to extend each period by up to 5 days

Applies existing licensing, permitting, insurance ($100,000 liability coverage), and safety requirements for nonaerial fireworks to the newly permitted aerial common fireworks

Requires aerial common fireworks to be sold from temporary fireworks stands and stored according to short-term storage rules (60 days before and 15 days after sales periods)

Includes emergency clause making the law effective immediately upon passage and approval
