Idaho Transportation Department must solicit proposals for Planning and Environmental Linkages (PEL) studies to identify the most efficient and safe north-south highway routes in the state

Studies will examine State Highways 95, 55, and 16 corridors from the Treasure Valley (Boise, Meridian, Nampa, Caldwell) north to New Meadows and McCall

A separate study will evaluate a potential bypass route south of Interstate 84 to connect the Nampa region to an area south of Boise near the Blacks Creek Road exit

The department may accept private donations to offset study costs and fund subsequent engineering, design, and construction

Studies must be completed by July 1, 2027, with a public report published on the department's website and delivered to legislative transportation committees
