Adds the Office of Administrative Hearings to the list of central service agencies for which the Division of Financial Management prepares cost estimates, alongside the attorney general, state treasurer, and state controller

Repeals the existing Section 67-5285 and replaces it with a new section establishing a fee assessment system for Office of Administrative Hearings services

Requires the Division of Financial Management to determine billing amounts for state agencies by November 1 each year for administrative hearings services

State agencies must pay assessed amounts to the indirect cost recovery fund in the succeeding fiscal year, with the state controller transferring equivalent deposits to the state general fund before June 30

Declared an emergency measure with an effective date of July 1, 2025
