Adds $30,000,000 in continuous annual funding from the general fund to the water management account, administered by the Idaho Water Resource Board

Supports the 2024 settlement agreement between surface water and groundwater users on the eastern Snake Plain

Eligible projects include aquifer recharge, water storage and conveyance systems (reservoirs, pipelines, canals), water supply efficiency improvements, and emergency infrastructure repairs

No more than 50% of funds may be spent within a single board district unless no competing applications exist from other districts

Declared an emergency, taking effect immediately upon passage and approval
