Defines "benefit primarily motor vehicles" and "primary benefit of motor vehicles" for highway and bridge projects as designing to reduce traffic congestion, travel delays, engine idle time, and unproductive fuel consumption

Limits "primary benefit of motor vehicles" projects to expanding vehicle travel lanes, improving intersection efficiency, adding turning lanes, and improving transportation management systems

Restricts bicycle and pedestrian facility improvements to only be included in motor vehicle benefit projects if they provide collateral/secondary benefit or are necessary to comply with existing federal law

Increases the maximum fine for violations of highway and bridge provisions from $500 to $1,000, with imprisonment up to 90 days remaining unchanged

Extends whistleblower protection under Idaho Code chapter 21, title 6 to public employees who report violations of highway and bridge laws
