Public camping or sleeping on public property, building grounds, and roads is made unlawful in Idaho, with cities and single countywide highway districts prohibited from authorizing such activities

"Public camping or sleeping" is defined as lodging in temporary outdoor habitations, including tents, motor vehicles, or recreational vehicles, evidenced by shelters, bedding, cooking appliances, or storage of belongings

Exemptions include endowment lands, state parks, fish and game lands, designated recreational camping areas, authorized temporary events, rest area parking, and commercial vehicle drivers

The Attorney General may bring civil actions against violating cities or highway districts, with penalties up to $10,000 per violation plus recovery of court costs and attorney's fees

The law applies only to cities with populations of 100,000 or greater and takes effect July 1, 2025 under emergency declaration
