Repeals and replaces Idaho Code Section 40-605 to require county commissioners to improve or lay out highways primarily for the benefit of motor vehicles and to reduce traffic congestion or motorist travel time

Sets minimum highway right-of-way width at 50 feet, with exceptions for legal compliance or exceptional cases

Restricts pedestrian and bicycle facility improvements to only secondary or collateral benefits of highway projects, or when necessary for safety near schools, parks, or designated pedestrian/bicycle areas

Prohibits commissioners from decreasing the width of non-residential collector or arterial highways unless required by federal law; only widening, straightening, or relocation is permitted

Declares an emergency with effective date of July 1, 2025
