School districts and public charter schools may establish early literacy readiness programs for children ages 4 and 5 to prepare students for kindergarten and support reading at grade level by end of grade 3

Programs must be age-appropriate, evidence-based, and aligned with the science of reading, focusing on phonemic awareness, phonics, fluency, vocabulary, and text comprehension

Required parental involvement component allows parents to participate in student learning at school or at home

Schools may use existing literacy intervention funds under section 33-1002(2)(r), with reporting requirements under section 33-1807(6) applying to the program

State Board of Education must annually evaluate the cost and efficacy of early literacy readiness programs established statewide; effective date July 1, 2025
