Creates new Chapter 45 (Idaho Travel Insurance Act) establishing a comprehensive regulatory framework for travel insurance sold to Idaho residents, covering individual, group, and blanket policies

Requires travel protection plans that bundle travel insurance with travel assistance services or cancellation fee waivers to clearly disclose each component and its pricing to consumers before purchase

Prohibits "negative option" or "opt out" sales practices that require consumers to take action to deselect coverage, and bans marketing blanket travel insurance as "free"

Establishes that travel administrators must hold either a property and casualty insurance producer license or a managing general agent license, with insurers responsible for their administrators' actions

Repeals sections 41-1093 through 41-1097 of existing code and takes effect July 1, 2025 under an emergency declaration
