Appropriates $4,207,600 to the Department of Health and Welfare for fiscal year 2026 across Substance Abuse Treatment & Prevention ($1,207,800), Mental Health Services ($261,400), and Psychiatric Hospitalization ($2,738,400), while simultaneously reducing appropriations by $3,946,200 to shift funding between federal and state sources

Provides $16,473,900 in additional appropriations for fiscal year 2025, including $6,743,800 for Adult Mental Health and $9,730,100 for Psychiatric Hospitalization covering community hospitalization, State Hospital South, and State Hospital West

Reduces fiscal year 2025 appropriations by $7,066,600 from federal Cooperative Welfare funds for State Hospital South ($4,859,700) and State Hospital West ($2,206,900)

Grants transfer limitation exemptions allowing the Mental Health Services and Psychiatric Hospitalization divisions to transfer personnel costs and trustee/benefit payments between categories for both fiscal years 2025 and 2026

Prohibits supplanting reduced or eliminated federal funding with state funds without legislative approval and requires the agency to notify the Legislative Services Office of significant federal funding changes
