Existing shelters operational before the effective date may remain but cannot expand operations or capacity in ways that violate the distance requirement

Denied, overturned, incomplete, or withdrawn shelter applications trigger a 10-year moratorium on new applications for the same parcel

Exemptions may be granted if two-thirds of property owners within 300 feet of the proposed site submit signed affidavits of approval

Declared an emergency measure, taking effect immediately upon passage and approval
