Amends Idaho Code Sections 67-9706 and 67-9709 related to agricultural protection areas, contingent on Senate Bill No. 1133 being enacted

Expands authority to approve or deny agricultural protection area applications from only the board of county commissioners to also include planning and zoning administrators or other appointed administrative officers

Requires applications to add land to existing agricultural protection areas to be processed in accordance with Section 67-9706, replacing previous language that only required board review

Establishes that if no written decision is issued within 60 days of receiving an agricultural protection area commission recommendation, the commission's recommendation automatically becomes the final decision

Declares an emergency, making the act effective immediately upon passage and approval
