School districts offering virtual education programs must stop enrolling new students outside district boundaries beginning July 1, 2025, and must report enrollment and financial data to the legislature before January 1, 2026

Virtual charter schools may only be authorized by the Public Charter School Commission starting July 1, 2026; existing virtual schools authorized by other entities must apply to transfer authorization to the Commission beginning July 1, 2025

All contracts between virtual schools and educational services providers must be approved by the authorizer prior to execution, with annual proof of Idaho residency for students and audited financial statements required

Virtual charter schools authorized by the Commission or by a school district on or after March 1, 2024, are ineligible for facilities funding ($400 per attending student)

Maximum authorizer fee for public charter schools increases from $20,000 to $25,000, and the bill takes effect July 1, 2025, as emergency legislation
