Appropriates $1,273,400 to the Idaho Commission for Libraries for fiscal year 2026: $42,400 from the General Fund for trustee and benefit payments, and $1,231,000 from federal grants for operating expenditures

Reappropriates unexpended ARPA Capital Projects Fund balances from fiscal year 2025 for library capital projects through June 30, 2026

Prohibits state-appropriated funds from supporting diversity, equity, inclusion, or social justice ideology in any activities, clubs, events, or organizations, with expenditure reports due by December 1, 2025

Requires the Commission to designate an employee to confirm via affidavit that state and school libraries comply with Sections 18-1517B and 33-137 of Idaho Code, with findings reported by December 1, 2025

State funds cannot supplant reduced or eliminated federal funding without legislative approval; match funds must be reverted if federal funds requiring the match are reduced
