Reduces Idaho State Police appropriations by $8,180,800 for fiscal year 2026, primarily cutting $5,451,200 from the Patrol program and $1,701,300 from Support Services

Adds $268,100 from the General Fund for Patrol Program operating expenditures for fiscal year 2025 (July 1, 2024 - June 30, 2025) under emergency provisions

Reduces authorized full-time equivalent positions by 7.67 for fiscal year 2026

Requires the POST Council to submit a report by December 1, 2025 with recommendations on the future of the POST Academy, including local contribution funding models, extended contractual commitments for trained officers, and officer retention mechanisms
