Amends the Idaho Parental Rights Act to establish a 2-year statute of limitations for civil actions brought under the act and awards reasonable attorney's fees and costs to parents who prevail against the state or political subdivisions

Expands exceptions allowing health care providers to treat minors without parental consent to include: pregnancy detection/prenatal care (excluding abortion), crime-related medical treatment and evidence collection, mental health crisis intervention via the Idaho crisis and suicide hotline, and non-emergency first aid services

Requires parental consent before providing health care services to minors under 18, with exceptions for emancipated minors or those who are pregnant or have children

Prohibits health care providers and government entities from denying parents access to their minor child's health information, unless a court order exists or the parent is under investigation for an act committed against the child

Declares an emergency for immediate effect upon passage and approval
