Creates new Chapter 3 in Title 74 of Idaho Code establishing comprehensive campaign finance transparency rules, replacing existing campaign finance provisions in Title 67

Prohibits foreign nationals from making contributions, independent expenditures, or electioneering communications in Idaho elections, with knowing violations exceeding $1,000 classified as felonies

Sets contribution limits of $1,500 per election for state legislative, judicial, and local candidates, and $6,000 per election for statewide office candidates; political party committees may contribute $3,000 per election for legislative races and $12,000 for statewide races

Requires candidates and political action committees to appoint political treasurers, maintain separate campaign accounts, and file monthly contribution/expenditure reports with the Secretary of State; independent expenditures and electioneering communications of $1,000+ must be reported within 48 hours

Establishes the "Freedom from AI-Rigged (FAIR) Elections Act" allowing candidates to seek injunctions and damages against deceptive synthetic media used in campaign communications without proper disclosure
