Reduces personnel costs by $101,900 from the State Highway Fund across administration ($7,500), motor vehicles ($2,400), and highway operations ($92,000) for fiscal year 2026

Transfers $165,000,000 from the General Fund to the Strategic Initiatives Program (Dedicated) Fund and $110,000,000 from the General Fund to the Local Highway Distribution Fund for fiscal year 2026

Provides reappropriation authority for unexpended balances in the Capital Facilities Program, airport development grants, and Contract Construction and Right-of-Way Acquisition Division, with a cap of $300,000,000 for the latter

Appropriates an additional $65,500,000 for fiscal year 2025 as emergency funding, including $60,000,000 for contract construction and $5,500,000 for highway operations trustee/benefit payments
