Expands the State Board of Dentistry from 8 to 9 members by adding one member experienced in making, fitting, constructing, altering, reproducing, or repairing prosthetics

Establishes a comprehensive licensure framework for denturists, requiring completion of a board-approved examination, at least 2 years of formal training at an accredited institution, and a 2-year internship under a licensed denturist

Sets maximum licensure fees: $300 application fee, $600 initial license fee, and $2,000 biennial renewal fee

Prohibits licensed denturists from altering oral tissues or natural teeth, inserting immediate dentures, diagnosing or treating oral abnormalities, prescribing drugs, or constructing orthodontic appliances

Requires dental health insurance policies to reimburse for denturist services when the service falls within their lawful scope of practice, effective July 1, 2026
