Moves norfentanyl from Schedule II opiates to the immediate precursors list for fentanyl, and adds noroxymorphone to Schedule II; relocates tapentadol and thiafentanil within Schedule II

Changes controlled substance registration from annual to biennial (every two years) and adds brexanolone (allopregnanolone) to Schedule IV depressants while relocating serdexmethylpheniate to Schedule IV stimulants

Consolidates and reorganizes criminal penalties for misuse of the controlled substances prescriptions database, including misrepresentation to obtain access, unauthorized disclosure of patient information, and failure to safeguard login credentials (misdemeanor: up to 6 months jail and/or $2,000 fine)

Declares an emergency effective date of July 1, 2026, and makes technical corrections throughout including updating chemical nomenclature and cross-references
