Amends Idaho Code Section 49-615 to require motor vehicle drivers to exercise due care to avoid colliding with operators or riders of human-powered vehicles, bicycles, and electric-assisted bicycles (expanding from just "person propelling" a vehicle)

Extends all traffic law rights and duties that apply to vehicle drivers to operators and riders of electric-assisted bicycles, in addition to human-powered vehicles and traditional bicycles

Requires operators and riders of human-powered vehicles, bicycles, and electric-assisted bicycles to ride only on permanent attached seats and limits passengers to the number the vehicle is designed to carry

Allows adult riders to carry children in backpacks, slings, or child carriers attached to human-powered vehicles, bicycles, or electric-assisted bicycles

Declares an emergency and takes effect July 1, 2026
