Prohibits bulk purchase transactions of Idaho lottery tickets, defined as purchases exceeding $5,000 within a 24-hour period by any person or persons acting in concert, whether in single or multiple transactions across one or multiple locations.

Authorizes the Idaho State Lottery to deny prize payment for tickets determined to have been purchased as part of a bulk purchase transaction, with the lottery's determination being final and binding.

Grants the lottery authority to investigate suspicious purchase patterns using video surveillance, purchase records, transaction data, witness statements, and other relevant evidence.

Subjects licensed lottery retailers, agents, or employees who knowingly facilitate bulk purchase transactions to penalties including suspension or termination of their contract and certificate of authority.

Takes effect July 1, 2026, under an emergency declaration, and includes technical amendments to reorganize and renumber existing lottery code sections.
