Consolidates disciplinary procedures for occupational and professional licensing boards under a new Section 67-2616, Idaho Code, giving all boards administered by the Division of Occupational and Professional Licenses uniform authority to conduct hearings, issue subpoenas, administer oaths, seek injunctions, and impose sanctions including license revocation, suspension, fines up to $1,000 per offense, and assessment of costs.

Repeals approximately 50 existing code sections that previously contained board-specific provisions for disciplinary hearings, subpoena powers, injunction procedures, judicial review, and duties of prosecuting attorneys, replacing them with the centralized disciplinary framework.

Removes provisions authorizing individual boards to hire their own employees, attorneys, investigators, and hearing officers, and eliminates language allowing boards to contract with the Division of Occupational and Professional Licenses as their agent.

Affects licensing boards for over 30 professions including architects, chiropractors, engineers, land surveyors, nurses, optometrists, pharmacists, physicians, physical therapists, psychologists, geologists, massage therapists, real estate appraisers, barbers, cosmetologists, dentists, veterinarians, and others.

Declares an emergency and takes effect July 1, 2026.
