Amends Idaho Code Section 54-1208 to require the Board of Licensure of Professional Engineers and Professional Land Surveyors to determine and administer an open book jurisprudence exam for surveyor licensing

Creates an exception to Section 67-9409, Idaho Code, allowing the board to develop its own jurisprudence exam rather than using a standardized examination

Retains existing board powers including adopting administrative rules, setting continuing education requirements (maximum 16 hours annually per profession), subpoenaing witnesses, and seeking injunctive relief for violations

Declares an emergency and sets an effective date of July 1, 2026
