Amends Idaho Code Section 33-1631 to require school districts and public charter schools to annually disseminate information on harassment, intimidation, or bullying to all school personnel, parents, and students, including affirmation that staff are expected to intervene.

Requires ongoing professional development for all school staff to prevent, identify, and respond to harassment, intimidation, or bullying, with content determined by State Board of Education rules subject to legislative approval.

Adds mandatory reporting requirement for bullying incidents that result in student suspension, requiring notification to parents or legal guardians of both the alleged victim and alleged offender while complying with federal and state privacy laws.

Removes previous requirement for annual reporting of bullying incidents to the state department of education and eliminates provisions designating persons to receive bullying reports.

Declares an emergency with effective date of July 1, 2026.
