Prohibits classroom instruction by public school personnel on sexual orientation or gender identity for all students in kindergarten through grade 12, expanding from a previous restriction that applied only to instruction deemed not age-appropriate or developmentally appropriate

Requires public schools to notify parents within 5 school days when requesting access to their children's education and health records, unless documentation relates to abuse, abandonment, or neglect

Prohibits schools from adopting policies that prevent staff from notifying parents about changes in a student's mental, emotional, or physical health, or that encourage students to withhold such information from parents

Creates a private cause of action allowing parents to sue schools for injunctive relief and damages if their parental rights under this section are violated

Takes effect July 1, 2026 under an emergency declaration
