Grants the Idaho Attorney General authority to investigate and prosecute human trafficking cases at their sole discretion when state or local law enforcement agencies submit investigation findings

Retains existing Attorney General responsibilities: issuing biennial reports on anti-trafficking efforts by January 1 of each even-numbered year, maintaining training curriculum for prosecutors and law enforcement, and assisting county prosecutors upon request

Declared an emergency measure, taking effect immediately upon passage and approval rather than the standard effective date

Amends Section 18-8605 of Idaho Code relating to the Attorney General's authority over human trafficking matters
