Amends Section 67-3008 to remove specific references to private noncriminal justice entities serving vulnerable populations from general fingerprint submission provisions, while maintaining authorization for government units and state agencies to submit fingerprints to the bureau.

Creates new Section 67-3008A establishing a dedicated framework for qualified entities under the National Child Protection Act of 1993 to submit fingerprints for criminal history screening of individuals with access to children, the elderly, or individuals with disabilities.

Requires qualified entities to pay fees to the bureau plus FBI-prescribed amounts for criminal history reports, and mandates written notification to screened individuals of their right to obtain, appeal, and challenge the accuracy of background screening reports.

Authorizes the bureau to audit qualified entities for compliance with state and federal laws, requiring entities to maintain signed waivers for at least one audit cycle or the duration of the individual's employment/volunteer service.

Declares an emergency with an effective date of July 1, 2026.
