Amends Idaho Code sections 49-401B and 49-504 to require all vehicle registration and title applicants to submit proof of identity pursuant to section 49-306 if they have not already done so

Removes provisions allowing Idaho driver's license numbers, Idaho identification card numbers, or individual taxpayer identification numbers as alternatives to proving no social security number has been issued

Makes technical corrections changing "upon" to "on" throughout the amended sections and updates other minor language

Declared an emergency measure with an effective date of July 1, 2026
