Expands parent-student on-road driver's training eligibility to all students, removing the previous restriction that limited the program to students in rural school districts or districts without driver's training courses.

Parents or legal guardians may provide the 6 hours of in-car observation and 6 hours of behind-the-wheel instruction instead of a licensed instructor, while students must complete 30 hours of classroom instruction through the Idaho Digital Learning Alliance or other state-approved online courses.

Qualifying parents must possess a valid Idaho driver's license permitting unaccompanied driving and have no license suspensions, revocations, or cancellations in the previous 2 years.

Parent-student training requires a $10 nonrefundable permit fee compared to $15 for standard driver's training courses.

Declares an emergency, making the act effective immediately upon passage and approval.
