Requires all open public meetings of governing bodies to allow public comment either in person or via telephone, video conferencing, or internet website

Mandates that meeting notices and agendas include information on how the public can access meetings remotely and offer public comment

Prohibits governing bodies from requiring public comments to be submitted in advance of meetings

Requires governing bodies to make reasonable efforts to restore access if technical disruptions prevent public broadcasting or remote comment capabilities before proceeding with agenda items

Exempts special meetings held pursuant to Section 74-204(2), Idaho Code from these public comment requirements; effective date July 1, 2026 with emergency declaration
