Governmental entities (state, county, municipality, special districts) may only display approved flags including U.S. flag, state flags, military flags, POW/MIA flag, recognized Indian tribe flags, and foreign country flags for special occasions (excluding hostile nations)

Removes authorization for governmental entities to fly their own official flags and restricts Idaho college/university flags to institutions that have designated exactly one official flag by policy

Schools, colleges, and universities are explicitly excluded from the definition of "governmental entity" subject to these restrictions

Violations carry a civil penalty of $2,000 per flag for each day an unauthorized flag is displayed

Attorney General must provide written notice and allow 10 days to cure first-time violations before filing suit; repeat violators receive no cure period and face penalties retroactive to the first day of violation, plus attorney's fees

Declared an emergency, taking effect immediately upon passage and approval
