Amends Idaho Code Section 67-5226 to restrict temporary rulemaking to emergency or limited situations where negotiated rulemaking is not feasible, requiring agencies to prioritize the negotiated rulemaking process

Expands permissible grounds for temporary rules to include: imminent threats to public health/safety/welfare unknown during the last legislative session, compliance with governing law deadlines, reducing regulatory burdens on individuals or businesses, protecting citizens' rights, and natural disasters

Prohibits agencies from re-adopting the same or substantially similar temporary rule after it expires, unless the governor finds an imminent threat exists, 90 days have elapsed since expiration, or the governor declares a disaster emergency

Allows persons aggrieved by an agency's adoption of a temporary rule to challenge it as a final agency action under Section 67-5270, Idaho Code

Effective date of July 1, 2026, with an emergency clause declaring the act immediately in effect upon that date
