Retail establishments with employee restrooms must allow access to customers with eligible medical conditions (Crohn's disease, ulcerative colitis, inflammatory bowel disease, irritable bowel syndrome, or ostomy devices) during normal business hours

Customers must present written documentation from a physician or qualifying nonprofit organization to prove their medical condition when requesting access

Access requirements apply only when at least 3 employees are working, no public restroom is available, and the employee restroom is reasonably safe without obvious health, safety, or security risks

Retail establishments and employees are shielded from civil liability for non-negligent acts or omissions when allowing restroom access, and no physical changes to facilities are required

Violations constitute a misdemeanor with a maximum fine of $50; the act takes effect July 1, 2026
