Amends Section 49-1203 to change terminology from "certified copy" to "record" when courts report unpaid judgments to the Idaho Transportation Department after 60 days of nonpayment.

Changes hearing request deadlines from "calendar days" to "business days" (7 days) for contesting evidentiary testing refusals or failures under Sections 18-8002 and 18-8002A.

Establishes that failure to request a hearing within 7 business days or failure to appear at a requested hearing constitutes a default judgment against the defendant in DUI-related evidentiary testing cases.

Declares an emergency with an effective date of July 1, 2026.
