Transfers regulatory authority over solid waste facility operations, closure, post-closure, and corrective action from Idaho's seven public health districts to the Idaho Department of Environmental Quality (DEQ), consolidating oversight under the director

Establishes a new fee structure to fund DEQ's expanded responsibilities: $4,000 annual inspection fee for municipal solid waste landfills, $0.07 per ton tonnage fee on disposed solid waste, and application fees set by the director

Creates the Solid Waste Regulatory Fund in the state treasury to receive fee revenues and support DEQ's technical, legal, inspection, and administrative functions for solid waste regulation
