Governmental entities (state, county, municipal, special districts) may only display specific authorized flags: U.S. flag, state flags, official city/county flags established before January 1, 2023, military branch flags, POW/MIA flag, recognized Indian tribe flags, and foreign country flags for special occasions (excluding hostile nations)

Schools, colleges, and universities are excluded from the definition of "governmental entity" but may only fly their official flag if they have designated exactly one official flag by policy

Removes the previous authorization for governmental entities to fly their own official flags and eliminates the blanket authorization for Idaho college, university, and public school flags

Violations carry a civil penalty of $2,000 per flag for each day an unauthorized flag is displayed

Attorney General must provide written notice of violations and allow 10 days to cure before filing civil action; first-time violators who cure within 10 days avoid penalties, but repeat violators face immediate enforcement and liability for attorney's fees
